of Economic Cooperation and Development
The General Directorate of Economic Cooperation and Development, hereinafter referred to as DGCED, is tasked with supporting the formulation and coordination of public policies on international cooperation related to sustainable development objectives and financing, as well as economic, trade, environmental, technical-scientific, and global issues, in coordination with sectoral government departments and public and private institutions. (Article 18-A of Decree-Law No. 21/2023, of July 27, which proceeds with the first amendment to Decree-Law No. 65/2021, of October 5 - LO).
The DGCED, particularly:
a) Monitor and promote Cabo Verde's interests regarding the implementation of the international Agenda (Agenda 2030) and the African regional agenda (Agenda 2063) related to Sustainable Development Goals, both in emergency situations and in economic recovery and building back better;
b) Contribute to the government's economic agenda through economic diplomacy, including promoting the Agenda's objectives, attracting foreign investment, internationalizing Cape Verdean companies and other public-private partnerships, as well as supporting negotiations in this area;
c) Promote and contribute to the negotiation of bilateral or multilateral legal instruments and other agreements aimed at improving the business environment in Cabo Verde, attracting foreign investment, and facilitating access to external markets;
d) Monitor, participate, and defend Cabo Verde's interests in implementing the international development financing agenda, both in terms of classic and innovative financing, including concessional financing, climate financing, and debt solutions;
e) Ensure the process of mobilizing external financing, especially coordination with the National Planning Directorate, without prejudice to the specific competencies of the Ministry of Finance regarding borrowing abroad;
f) Promote and participate in development financing mobilization strategies, particularly in the framework of the National Integrated Financing Framework;
g) Monitor and systematize information regarding resource mobilization under external financing in Cabo Verde, as well as ongoing or emerging mechanisms in this regard, ensuring effective country participation in this area; and
h) Propose and coordinate the development of national strategies to support Cabo Verde's participation in international negotiations related to Small Island Developing States (SIDS), Middle-Income Countries (MICs), Climate Change and Financing, and the fight against natural and global disasters.
The DGCED includes the Directorate of Economic Cooperation (DCEC).
The DCEC - monitors and promotes Cabo Verde's interests regarding the definition and implementation of the main international development and financing Agendas, as well as systematizes information in these domains, through bilateral and multilateral programs supporting Cabo Verde.
