José Filomeno de Carvalho Dias Monteiro, born in Praia, Santiago Island, Cape Verde, is a career diplomat with an extensive career in public service. Since October 9, 2024, he has been Cape Verde's Minister of Foreign Affairs, Cooperation and Regional Integration.
José Filomeno Monteiro has vast experience in diplomacy, having served as Ambassador Extraordinary and Plenipotentiary in important diplomatic representations, including the Kingdom of Belgium, the Kingdom of the Netherlands and Hungary, as well as Permanent Representative of Cape Verde to the European Union between 2016 and 2024. Previously, he was Cape Verde's Consul General in Hong Kong (1993-2000).
In addition to his diplomatic career, Monteiro was a Member of Parliament from 2001 to 2006 and from 2011 to 2016, during which time he chaired the Committee on External Relations, Cooperation and Communities.
In government, he served as Assistant Secretary of State to the Prime Minister (2000-2001).
José Filomeno Monteiro has a degree in Business Management and Administration from Southeastern University in Washington, DC (1988-1992), after having attended Howard University (1983-1984). In addition to his professional life, he has interests in the arts, music and sports, and is a practitioner of martial arts (shotokan and taekwondo) and tennis. He is fluent in several foreign languages. Filomeno Monteiro is married and the father of three children
