Ministry Council

The Ministry's Council is an advisory body of a diplomatic, technical, and administrative nature. Its mission is to assist the Minister of Foreign Affairs, Cooperation, and Regional Integration in managing the Ministry to promote cohesion and effectiveness in MNECIR activities, enabling a coordinated and strategic approach to issues related to Cabo Verde's foreign policy.

Some characteristics and competencies of this entity include:

Invitation of External Figures: The Minister has the prerogative to invite individuals with recognized fo their expertise in foreign policy to Council meetings, as deemed necessary.

Council's Competencies:

  • Ensure unity in the ministry's activities;
  • Coordinate diplomatic efforts;
  • Participate in defining the guidelines of the MNECIR;
  • Contribute to the elaboration and evaluation of the activity plan, as well as propose and provide opinions on matters related to the organization, human resources, and the ministry's relations with other government services and bodies;
  • Issue opinions on other matters submitted for consideration by the Minister.

Presidency and Internal Regulations:

  • The Minister chairs the Council or designates someone to occupy this function;
  • The Council has its own internal regulations, approved by ministerial decree

The Ministry's Council is chaired by the Minister of Foreign Affairs, Cooperation, and Regional Integration, Mr. Rui Figueiredo Soares. The Commission includes the Secretary of State for Foreign Affairs and Cooperation, heads of Central Services, heads of External Services (which comprise Diplomatic Mission Chiefs, National Directors, General Directors, and Career Consular Post Chiefs), the Chief of Staff, and the Minister's Advisors.
